01. The Situation

PASRR is a federally mandated process Medicaid agencies must oversee and administer in conjunction with the state Developmental Disability authority and the state Mental Health Authority. Established as part of the deinstitutionalization process, PASRR works to ensure that individuals with a serious mental illness (SMI) and/or developmental disability (DD) are not inappropriately institutionalized or marginalized. 

PASRR regulations require that all individuals seeking admission to a Medicaid‐certified nursing facility (NF), regardless of payer source, be assessed for indications of SMI and/or a DD.

The PASRR process requires forms that are HIPAA compliant and that meet state regulations. The PASRR Plus™ app enables administrators to easily create compliant forms. The online forms are designed so that they are easy to understand and complete, users can attach all the required documents to forms and the forms can be tracked and monitored in real time.

The BCS team had no experience leading a software development project but had very solid domain expertise. Prior to this engagement, they had tried to configure off-the-shelf solutions or adapt a WP site to accommodate at least an MVP, but they had invested a significant amount of man/hours and the results were not promising.

02. The Solution

In the first weeks, the Intelifaz team and the customer went through a series of discovery sessions to capture a more detailed understanding of what needed to be done and what was required for a new solution. During this time, the development team could begin working on standard application infrastructure features.

Once a sufficient level of clarity was obtained, our pre-built components and existing libraries enabled Intelifaz to design and build a solution, that met a very aggressive timeline. Creating an easy-to-use intake tracking process, replicating all the required decision-making and actions, and could output printed forms following the official form requirements.

PASRR Plus™ delivers an easy user process while guaranteeing all the necessary data is captured and stored. It offers both states and nursing facilities a systematic and logical process that ensures they are in compliance with Federal PASRR regulations. An additional benefit to using PASRR Plus™ for tracking Level I screens and Level II evaluations is that states can track and monitor compliance which in turn impacts reimbursement to nursing facilities. With PASRR Plus™, states can now streamline the PASRR process, go paperless and implement the latest in HIPAA-compliant technologies.

TimelineAs with many projects, BCS required a quick turnaround to be able to present an MVP to prospective customers within a 3-4 month time frame. This was achieved before the 90-day mark. With some initial prospect feedback, more changes and extensions were incorporated. All this was performed in a second phase that lasted approximately 60 days.
